Lieutenant Michael Sand is a dedicated law enforcement professional who has been serving the citizens of Worcester County since 2007.  Having spent the majority of his life in Worcester County, Maryland, Lieutenant Sand's decision to join law enforcement was influenced by the events of September 11, 2001.

Mike is a graduate of the Eastern Shore Criminal Justice Academy, where he excelled as his class leader, and has always prioritized training as a crucial aspect of both professional and personal growth. Throughout his tenure at the Sheriff’s Office, Lieutenant Sand has worked in various key divisions, including his significant role as the leader of the Sheriff’s Tactical Armed Response (STAR) Team for five (5) years, where his dedication to training greatly contributed to the team's professional development. Notably, under his leadership, the agency researched and acquired its first-ever Armored Rescue Vehicle (ARV), a project he initiated nearly five years prior.

During his career, Lieutenant Sand has achieved several notable milestones.  Upon his promotion to the rank of Corporal, he became the agency’s first Professional Standards supervisor, a position that was previously held as a collateral assignment.  While in this role he played a pivotal role in implementing policies in collaboration with Lexipol, a nationally recognized law enforcement policy development group.  Additionally, his transition to the Telephone Reporting Unit during the 2020 pandemic showcased his adaptability and value to the agency during challenging times.

As a Sergeant, Mike was assigned and served as the agency’s Training Coordinator, overseeing all training requirements for agency personnel.  He considers this assignment one of the most fulfilling of his career.  As the Training Coordinator, Mike has successfully ensured 100% compliance with The Maryland Police and Correctional raining Commission (MPCTC) standards, making the agency's Training Section a model for others to follow.  During his tenure as the Training Coordinator, Sergeant Sand was an integral part of developing and implementing the agency's promotion process, a rigorous and professional system that identifies the most qualified candidates for promotion within the ranks. Additionally, Mike’s efforts are currently toward ongoing development of a Field Training for Supervisors Program, showcasing his commitment to enhancing training programs within the agency.

Lieutenant Sand’s dedication and commitment to professional development are further evidenced by his completion of the FBI-LEEDA Trilogy award and leadership training with the National Tactical Officers Association (NTOA).  He acknowledges the support and mentorship of his superiors, and his wife, attributing his successes to their guidance and encouragement.

Recently promoted to the role of Human Resources Division Commander, Lieutenant Sand oversees critical areas such as training, recruitment, background investigations, promotion processes, and applicant testing.  He views this role as a culmination of his career, allowing him to directly impact and support others in their professional growth and development.

Outside of work, Lieutenant Sand enjoys spending time with his wife of over twenty-two years, sharing a passion for animals and maintaining a small horse farm where they have raised and continue to raise various animals and pets over the years.
